Blackmore Place Playground and Green Space

Submission 1: Playground

Dear Council “Sir/Madam”

On behalf of the residents of Blackmore Place, I am submitting this proposal for consideration in the Marlborough District Council’s planning process. Our community seeks enhancements to the Blackmore Place playground and reserve to better meet the needs of local families and the increasing number of visitors.

Background. The reserve is uniquely located at the center of 27 properties, with all but three overlooking the area. Its upkeep and functionality are important to our residents. With the reopening of the footbridge to Westwood Shopping Centre and the upcoming Rose Street subdivision, foot traffic and park usage have increased significantly and will continue to grow.

Current Issues • The playground is small, with only two pieces of equipment: a double swing and a small slide. • The surrounding surface is white chip stone, which often gets caught in the rubber matting and poses a hazard for barefoot children. • There is minimal connectivity between the play area and the sun shelter at the far end, limiting family interaction.

Proposed Improvements • Extend the rubber matting and add one or two additional pieces of play equipment. • Replace the remaining chip stone area with synthetic all-weather turf as a minimum standard.

Submission 2: Northern Green Space Area Blackmore Reserve

Background, For the first three years, the Blackmore subdivision was maintained by the developer to a high standard, including automatic irrigation, regular mowing, and garden care.

Current Issues • After council assumed maintenance, irrigation was disconnected, leading to dying trees and shrubs. • Lawns have become overrun with weeds and prickles, making the area unsuitable for children.

Proposed Improvements • Reinstate irrigation for both lawn and play areas. • Implement weed control measures. • Plant five additional trees. • Install extra seating for parents and visitors.

• Increased play opportunities for children.

• All-weather usability, encouraging year-round activity.

• Reduced maintenance costs and chemical use for weed control.

Note. The current white stone chip area has been prepped with a base course, top course so would require less works to achieve the correct foundation works. These changes will bring the reserve in line with newer subdivisions such as Rose Manor, Omaka, and Mark Smith Reserve, enhancing community engagement and safety.

Submission 2: Northern Green Space Area Blackmore Reserve

Benefits • Enhanced outlook for residents. • Safer and more enjoyable play and recreation space. • Improved environmental quality with additional trees. • Seating for community use. Note, the grass area and gardens has still got the sprinkler and drip line infrastructure in place. Cost effective connection location could be in the laneway at the water valve location indicated on the road by the play area.
