Complete the final section from the top of the Elvation to Picton

so that cyclists are not having to ride on No. 1 Highway and then join the off road formed cycle way and eliminate the risk of riding on the road. 
So many cyclists arriving from the Ferries are having to compete with other vehicles from the Ferries for road room on a narrow winding uphill road
