Paint out the blue, let's go a classy black!
Honestely the faded blue painted arches and railings around town scream dated and tired 90s! We could be classy like Havelock North, Cambridge, Mount Maunganui or Greytown. I suggest painting out all the tired blue and going for a glossy black like the pergoda in Market Street to frame the town and river as a classy and tourist worthy place to hang out and shop. - BUT...
Need to have opening hours suited to tourists not a country town of locals.
Present the town in a more unfied compact way - maybe pedestrianise Market Street
Create better connection to the Railway station.
Add bus route from Central Blenheim on a loop to Westwood, Airport, Renwick to connect shoppers (teens, elderly and tourists without cars) to come into the centre and vice versa.

Why the contribution is important
With so many big box retailers moving out of town to Westwood, it is time for smaller retailers to reclaim the high street and make Blenheim retail and green spaces a buzy place to spend time and be a tourist destination outside the vineyards and give a reason for locals to come to town.
